This role lives between the permit technician and the senior reviewer — handling permits that don't fit the routine template, supporting plan-review work, interpreting code application to specific projects, and managing the procedural details around hearings or approvals that complex permits require. The specialist works the permit-management system, the code books, and the reviewer-coordination process simultaneously. Complex permits cleared and review-cycle integrity are the operating measures.

Variance across employers is wide: at large jurisdictions specialists work in deep teams with sector specialization (commercial, residential, environmental); at smaller jurisdictions the specialist handles broader scope per project. The code-interpretation dimension is where the role earns its specialist designation.
